What requirements does the SDG regulation set for authorities?

The EU single market enables people, goods, services and capital to move freely. The Single Digital Gateway regulation (SDGr) entered into force at the end of 2018. Its objective is to provide citizens and businesses with the information they need in cross-border situations and to direct them to the services they need so that free movement within the EU single market can be easily achieved. The regulation obliges EU member states to produce information online, organise assistance services and digitalise services across borders.

Connect the service to the OOTS

The e-services for the procedures in Annex II to the SDG regulation must be integrated into the OOTS if the procedure requires evidence that can be retrieved from an authority’s database. When you can use the e-services across borders, decide in which format and in what way you want the evidence submitted to the e-service. After that, conclude the commissioning agreement, enter the process information in the OOTS and add the link generated by the system to the e-service. Note that the OOTS is not finished yet, so the instructions are at a fairly general level.

You can receive evidence in three formats

Before connecting to the OOTS, decide on and enable the format in which you want to receive evidence in the e-service.

Evidence can be exchanged in three different formats in the OOTS:

  1. In human-readable formats, such as PDF files and JPEG images
  2. as structured data of the disclosing country, which also includes PDF files
  3. as structured data according to the single digital gateway data model.

 

In what way can evidence be received?

Before connecting the e-service to the OOTS, decide and enable how you want to receive the evidence.

There are two ways to receive evidence
1. Through the Suomi.fi Data Exchange Layer from the OOTS interface 2. Delivery of PDF files to secure mail
  • Note that evidence can also be received from the interface in PDF format. The conversion is made in the OOTS.
  • The OOTS provides the Azure queue service from which evidence can be requested. The queue service provides information on whether there is evidence in the interface.
  • Authentication must be implemented to the interface.
  • Evidence is stored in the interface for X days, after which it is destroyed.
  • The evidence is destroyed in connection with the search from the OOTS.
  • A sample app of the app required for the queue service is under way.
  • The OOTS converts evidence delivered in a structured format from another EU member state into PDF format and sends them to the authority’s secure mail.
  • Information on the person requesting evidence is also sent by secure mail.
  • Evidence is destroyed from the OOTS immediately after sending to secure mail.

A commissioning agreement for connecting e-services to the OOTS

Conclude a commissioning agreement using the KEHA Centre’s electronic connection form.

  • With the form, you confirm that using your e-services across borders is possible.
  • The connection is done at the organisation level.

In the form, enter

  • information related to the Suomi.fi Data Exchange Layer, such as the organisation-specific Data Exchange Layer connection address and the name of the subsystem
  • email address of the organisation’s signatory
  • the email address to which the signed agreements are delivered.

The form is signed electronically. Instructions for signing are sent to the signatory’s email address.

Enter process information in the OOTS

Once you have concluded the commissioning agreement, the OOTS administrator entered on the agreement form will be provided with IDs to the system administration service. In the service, the administrator can create IDs for other users and add process information to the OOTS.

Using process information, the OOTS generates all information related to the organisation and process that is required for the exchange of evidence. The user-related information required for the exchange of evidence is generated from the user’s identification information.

Adding the OOTS link

Add the process-specific link generated by the OOTS to your e-service. When a user uses this link, the OOTS recognises the organisation and process requesting evidence from it. User identification information, on the other hand, is used to generate user-related information. The user is also asked to provide the necessary additional information, such as the country from which they want to retrieve the evidence. Based on this information, a request for evidence from another country can be made.
